What was decided
The draft minutes record five members present: Theodore Chase, Robert LaCorte, Meher Rafiq, Robert Thomas and Chairman Orsini. Councilman Anbarasan, Jennifer Rangnow, Marc Dancy and Charles Brown were absent. Every vote below was 5-0: for Dr. Chase, Mr. LaCorte, Ms. Rafiq, Mr. Thomas and Chairman Orsini; against none.
- Master Plan Re-Examination – B-I Zone: resolution approved (motion Chairman Orsini, second Mr. Thomas). It memorializes the January 14, 2026 adoption. See master plan reexamination.
- 50 Atrium Drive, LLC (PLN-22-00005): extension of time to December 31, 2026. The applicant’s attorney, Peter U. Lanfrit, said the approval was to expand a 71,000-square-foot building, formerly a convention center and now used as a warehouse, and asked for two years; Chairman Orsini offered one year, “as it gave the Board some control”. See warehouses.
- Ords. 4489-26, 4490-26, 4491-26 and 4492-26 (inclusionary zone districts MFIZ-4, MFIZ-2, MFIZ-1 and MFIZ-5) and Ord. 4493-26 (area in need of redevelopment): each found consistent or “not inconsistent” with the Master Plan. Planning Director Mark Healey said four of the inclusionary ordinances carry out the Fair Share Plan the Board approved in 2025, and that the court-ordered addition was the Dunbar Homes site on Route 27, at eight units an acre: 55 units, 11 of them affordable. See Fourth Round housing.
- Macedonia Church of God in Christ International (PLN-21-00022): relief from a condition requiring a parking agreement with PNC Bank.
- Odin Dhun, LLC (PLN-24-00007), a 16-lot subdivision at 295 Cedar Grove Lane, was heard again and carried to March 4, 2026.
No member of the public spoke during general public comment or on the Odin Dhun application.
Work session: the general reexamination
The draft minutes record that Mr. Healey asked members for comments on the second draft of the 2026 reexamination by February 4. Members raised:
- consolidating the Township’s cluster-subdivision rules (Dr. Chase);
- rezoning large lots on the north side of Skillmans Lane from R-40 to the Agricultural zone;
- guidance on requiring sidewalks (Ms. Rangnow’s comments);
- defining and regulating “outdoor storage”, possibly as a conditional use (Mr. Thomas and Chairman Orsini).
Chairman Orsini said February 4 would be dedicated to the Master Plan, with adoption planned for February 18.
