- Reexamination of the Master Plan and Development Regulations: adopted, 9-0 (motion Chairman Orsini, second Mr. Thomas). - Ord. 4496-26 (affordable housing development fees): motion carried, 9-0. Planning Director Mark Healey said it adopts the State’s model ordinance with no change to the fee percentages, “really just an editorial restructuring”, and was not inconsistent with the Master Plan.

The hearings
Fourth Round housing plan. The draft minutes record the Board attorney saying the Board’s Fourth Round plan had been challenged and, as a result, modified. Mr. Healey said the Township showed the State program and Fair Share Housing Center that its plan met the obligation, and that the judge insisted on one additional site, the Dunbar Homes site in front of Hempstead Gardens, at eight units an acre with a 20% affordable set-aside; the other challenges were not included. No member of the public came forward.
Master Plan reexamination. Mr. Healey said the Municipal Land Use Law requires the Board to reexamine the Master Plan and development regulations every ten years, and that the document before the Board incorporated members’ comments from e-mails and two work sessions. Chairman Orsini said Mr. Healey would remove completed items and present the rest as a matrix, from “easy and quick” to “long and difficult”, at the March 4 meeting. The draft minutes record no public present when the hearing was opened. Adjourned 7:45 p.m.
