How the Council works: appointments and public access
In 2026 several board appointments split 3-2 and a consent motion on eight professional contracts failed 2-3 before all eight passed 5-0. Council members have also discussed remote public comment, posting agenda backup documents and applicant requirements for boards.
What happens next
Printed board and committee applications are kept outside the Council meeting room. The next regular Township Council meeting is Nov. 5, 2026, at 7:00 p.m., with public comment.
Bridgewater has a mayor-council government: an elected Mayor, Matthew C. Moench, and a five-member Township Council. On January 5, 2026 the Council seated Joan Geiger, Andrew Bucko and Ridwana Isla, elected in November 2025, alongside Michael Kirsh and Timothy Ring, and chose Geiger as Council President and Bucko as Vice-President, each 5-0.
Split appointments. On January 8 the Council voted on the Zoning Board of Adjustment one seat at a time. Motions by Councilman Kirsh to reappoint Jeffrey Foose and to name other candidates failed 2-3 (Kirsh and Ring aye; Bucko, Isla and Geiger nay), and the Council appointed James Franco, Johanna Wiseman, John Colucci and Anthony Mignella 3-2, and Christine Henderson-Rose and Claudio Vescio 4-1 (Ring nay). Kirsh said candidates’ resumes and letters of intent should have been provided in good time and that appointments should be made collaboratively; Geiger cited the need for a board that reflects the town’s demographics, “including gender, political affiliation, inclusivity and geography.” On March 19 a motion to remove a non-resident from the Municipal Alliance slate failed 2-3 and the slate passed 3-1, Kirsh abstaining.
Professional contracts. On February 5 a consent motion on eight professional appointments, including the Township’s legal fee schedules, labor counsel, prosecutor and public defender, failed 2-3; Geiger had said they were being postponed to give candidates time to respond to requests for proposals. All eight passed 5-0 on February 19.
Public access. The Council discussed remote (Zoom) public comment on July 23; on August 6 Kirsh reported that the current system “continues to serve the Township well.” On September 3 Bucko proposed making the documents behind agenda items available to the public; the Township Attorney said it could be reviewed with the Clerk. Requests and answers are set out in the explainer.
