Attendance
Present: Agarwal, Bannan, Crane, Eorio, Mastrangelo (by telephone), Schaefer, Seville, Subervi and Tompkins. Absent: Manduke and Smith (excused). Also present: Board Attorney Jonathan E. Drill, Esq., Board Planner Allison Fahey (arrived 8:15 p.m.), Board Engineer Aaron Schrager (left 8:15 p.m.), Township Planner David Schley and Board Secretary Joanne Slaman.
Applications
- PB22-005C, Fellowship Village Inc., Block 9301 Lot 33 and Block 9401 Lot 9, 8000 Fellowship Road and 55 Allen Road,
continued from July 21. Attorney Jennifer Phillips Smith (FBT Gibbons), citing her letter of Sept. 15, 2026, asked to
extend the deadlines in Conditions #1 and #14 to March 31, 2027 for signing plans and September 30, 2027 for permits,
and the Board’s approvals to October 3, 2027.
- Board Engineer Schrager said he had reviewed the applicant’s calculations with the Township Engineer and that there would be “no negative consequences to the Township” from letting the applicant keep its current stormwater design.
- Engineer Daniel J. Dougherty (Dynamic Engineering) described a de minimis increase in anticipated stormwater, with no measurable rise in flood elevations or downstream effects. He said applying the new stormwater ordinance would bring no public benefit and would mean a significant expansion of the on-site stormwater system, more land disturbance and more tree removal.
- The Environmental Commission’s memo of Sept. 28, 2026 was reviewed and addressed.
- Granted as requested, on motion Bannan, second Agarwal, 9-0 (ayes Agarwal, Bannan, Crane, Eorio, Mastrangelo, Schaefer, Seville, Subervi, Tompkins).
Ridge Oak construction committee
For PB26-001, Ridge Oak Management, Inc., Mastrangelo, Eorio and Bannan volunteered as the Board’s Construction Routing / Timing Plan Committee; approved on motion Subervi, second Tompkins, 9-0.
