What happens next
No site plan for the Stirling Road parcels appears on reviewed Planning Board agendas; agendas post at the Township's AgendaCenter, and residents can comment at Committee meetings during privilege of the floor.
On August 20, 2026, the Township Committee adopted Resolution 2026-207 by a vote of 5–0. The vote included McCarey, Blick, Croson, Kian, and Fine. This resolution authorized a memorandum of understanding with Nouvelle, LLC and Pillar Care Continuum, Inc. The agreement is for a 100 percent affordable supportive-needs project. The project will be on two Township-owned parcels on Stirling Road. The minutes record no public comments on agenda items. The minutes also record no Committee discussion of the terms.
The parcels are 107 Stirling Road, Block 114, Lot 28, which is about 8.48 acres. The other parcel is 101 Stirling Road, Block 114, Lot 29, which is about 1.09 acres. Together, they are about 9.57 acres. The resolution describes a framework for a project. This project must have a minimum of 32 affordable housing units. It covers development plans, exploration of funding sources, and negotiation of a future Development and Affordable Housing Agreement. Nouvelle is described as a developer experienced in financing 100 percent affordable projects. Pillar Care is described as an operator experienced in supportive-needs housing.
This site is the fallback location named in the December 21, 2025 mediation agreement for the Wagner Farm supportive-needs project. The amended housing plan describes Wagner Farm, located at Block 83, Lot 4, as having 32 special-needs beds. These beds count as 10 Third Round credits and 22 Fourth Round credits. The site-plan approval from 2021 was remanded by the court on September 19, 2025. The case is described in the plan as still pending. The mediation agreement states that if sewer construction makes Wagner Farm unrealistic, the Township will use the Stirling Road property, and notes that it “has access to public water and sewer.” The plan adds that Stirling Road could hold 25 more supportive-needs units. These units were carried over from the Third Round settlement.
The resolution states no dollar amount, unit mix, funding source or schedule, and does not name the zoning district for either parcel. No ordinance rezoning Block 114, Lots 28 or 29 appears on the Township’s 2026 adopted-ordinances list, and no site plan application for the parcels appears in Planning Board agendas from August 26 through October 28, 2026; that absence is not proof that none was filed.
