Bardy Farms is the name the township’s housing plan gives two adjoining parcels at 149 Washington Valley Road and 11 North Road, Block 70.03, Lots 24 and 25.01. On March 12, 2026 the Township Committee adopted Ordinance 26-08, creating the AH-11 affordable housing district for the two lots. The vote was 4–0 (OCR): McCarey, Blick, Kian and Fine yes; Croson absent.

The ordinance permits up to 115 units (OCR) — 87 market-rate (OCR) and 28 affordable (OCR) — in townhouses or multifamily buildings. It sets a 25 percent affordable set-aside, a maximum height of 42 feet and 3.5 stories, 50 percent maximum impervious coverage, and a minimum lot area of 3 acres.

The zoning carries out the amended Housing Element and Fair Share Plan. The plan lists the site as a “Replacement Site” under the December 21, 2025 mediation agreement with Fair Share Housing Center. It tabulates 26 affordable family rentals there and says the development “proposes up to 115 total units, with a 25% set-aside producing up to 28 affordable rental units.” The table and the ordinance differ by two units; each is reported as printed.

As of November 2, 2026, no Bardy case appears on the Planning Board’s pending-applications list or on any 2026 Board agenda reviewed. LocalWhy has not reviewed whether a filing or concept plan exists outside those records.

Residents have spoken at several meetings. On April 16, 2026, 19 residents (OCR) raised environmental conditions, traffic, flooding, school impacts, sewer capacity, unit counts and emergency services. On May 14, one North Road resident discussed development at the Bardy and Firewood sites; another raised density concerns about developments near North Road. On April 22, a resident asked whether the township would buy the Bardy and Firewood properties; the planner said both are privately owned and not being purchased.

The Planning Board meets November 25, 2026, 7:30 p.m., at 44 Mountain Boulevard.
