The $900,000 appropriation

Ordinance 26-12 appropriates $900,000 from the Commerce, Justice, Science, and Related Agencies Appropriation Act, 2026. The ordinance says the money was sought “through Congressman Thomas Kean, New Jersey Congressional District 7” and is administered through the Department of Justice COPS Program. The project is named “Township of Warren, New Jersey Public Safety Communications Equipment Upgrade” and covers a dispatch center, public safety radios and related equipment.

The Committee introduced the ordinance on first reading March 12, 2026, 4–0, with Committeeman Croson absent, and set the public hearing for April 16, 2026. The Committee adopted it 5–0 on April 16 after a hearing at which the minutes record no comments. Croson thanked Congressman Kean “for his support in getting this appropriation.”

On Feb. 19, 2026, before the ordinance was introduced, Mayor Shaun Fine said in his liaison report that the appropriations bill had been approved and that Congressman Kean, Senator Bramnick and Assemblyman McCurdy would visit Town Hall to present a $900,000 check for development of a new dispatch center. Fine said the Township maintained its own dispatch center and described it as supporting faster, more informed emergency response. On June 18, 2026 the minutes again describe the appropriation as supporting development of a new dispatch center.

The ordinance states a fully funded appropriation. The records reviewed do not give a local match or divide the $900,000 among the center, radios and other equipment.

Radio purchases

On Jan. 22, 2026 the Committee adopted Resolution 2026-064, authorizing purchase orders for radios for the fire and police departments from Motorola Solutions, c/o Wireless C&E, under NJ State Contract #83909, “in an amount not to exceed $75,000.00.” The resolution charges the purchases to accounts x-04-55-906-6001, 6-01-25-265-6518 and 6-01-25-240-6401.

The resolution prints the state contract term as “5/1/2013-4/30/2025,” which ends before the January 2026 purchase date. The record reviewed does not explain an extension or renewal.

The Sept. 24, 2026 agenda lists Resolution 2026-242, another Motorola radio purchase for the fire and police departments, not to exceed $75,000, adding account 6-01-25-250-6400 to the three earlier accounts. The agenda prints the same state contract number without a term. LocalWhy has not reviewed the September 24 minutes, so the vote is not confirmed here.

Neither resolution gives a count of radios or names the apparatus or units receiving them. The record also does not say whether the September authorization continues the January order, places a new one, or restates it.

Dispatch renovation and COPS grant

The Oct. 22, 2026 consent agenda lists three communications items. Resolution 2026-264 authorizes a grant agreement with the Department of Justice COPS Program for the communications equipment upgrade. Resolution 2026-265 covers radios for the police department from Motorola. Resolution 2026-266 covers police communication center renovations from Procomm.

The Township’s meeting-highlights page records adoption of Resolution 2026-264. The agenda lists the other two by title only.

On Sept. 24, 2026, an agenda item, Resolution 2026-243, was for awarding a contract to Axon Enterprises. This contract covers law-enforcement body cameras, video equipment, and installation, capped at $65,320.78.

Amounts and status unconfirmed

LocalWhy has not reviewed the Oct. 22, 2026 minutes. The votes or dollar amounts for Resolutions 2026-265 and 2026-266 are unconfirmed. LocalWhy has also not reviewed the Sept. 24 minutes. The votes on Resolutions 2026-242 and 2026-243 are unconfirmed.

The records reviewed do not include a COPS award letter. They also do not state that funds have been received. The terms of the Axon body-camera contract beyond the $65,320.78 cap are not given. The number of radios purchased is not stated. The allocation of the $900,000 is not clear. No public speaker discussed radios or dispatch in the minutes reviewed. The April 16, 2026 hearing on Ordinance 26-12 drew no comments.
