The Park and Ride license, explained

Warren's Park and Ride holds 50 spaces at 300 Warren Corporate Center Drive under a 2018 parking license. The Committee moved 2026 passes to a lottery and extended the license twice, through March 31 and June 30, 2026.

The 50-space program

Warren’s Park and Ride occupies part of 300 Warren Corporate Center Drive, Block 37, Lot 13.03, under a Parking License Agreement dated Aug. 9, 2018 with Warren CC Acquisitions, LLC. The property allows 50 parking spaces, and the Township issues commuter passes against that cap.

The Township Clerk described the arrangement at the Nov. 13, 2025 Committee meeting while explaining the 2026 pass process. At the same meeting Administrator Mark Krane referred to “complaints about overcrowded buses” and said the Township is continuing to look at other options and is “doing everything possible to keep this program going.”

The minutes do not name the bus carrier. They also do not name the route or the ridership. The minutes do not give a number of spaces in use beyond the 50-space cap mentioned in the discussion. Neither of the two 2026 extension resolutions changes the 50-space figure.

The 2018 agreement itself is not among the records reviewed. Therefore, its rent, term, insurance terms, and renewal rights are not established here. The extension resolutions describe the agreement and its earlier extensions. However, they state no payment figure.

What the record shows is a fixed supply: 50 spaces, allocated for a calendar year, on property the Township held under a license that ran in three-month increments during 2026.

Lottery and wait list

On Nov. 13, 2025 the Clerk told the Committee that 2026 parking passes would be issued by lottery, because demand exceeds the 50 spaces. The drawing was set for Dec. 10, 2025. The first 50 names drawn would receive a pass; the remaining names would be placed on a numbered wait list. The Clerk said the process would be “heavily advertised.”

The minutes do not state how many residents applied, how many attended the drawing, or how long the wait list was. These figures are not in the AgendaCenter records that were reviewed; they may exist in Clerk or Administrator files. LocalWhy has not seen these files and reports no number.

A lottery changes how a fixed supply is allocated, not how much of it exists. The November 2025 discussion describes the lottery as the method for allocating 2026 passes. The records reviewed do not describe an earlier method.

On Dec. 11, 2025, resident Jaymin Patel spoke during public comment in support of expanding the Park and Ride facility. No other speaker on the program appears in the minutes reviewed, and no petition or letter is recorded.

One timing point runs through the record. Passes issued for the calendar year 2026 depended on a property license. As of December 11, 2025, this license ran only through March 31, 2026. The minutes do not reconcile these two dates.

Short lease extensions

Resolution 2025-292, adopted Dec. 11, 2025, extended the parking license from Jan. 1 through March 31, 2026. It recites the Aug. 9, 2018 license and a prior extension through Dec. 31, 2025 made by Resolution 2025-145 on June 26, 2025. It authorizes the Mayor and Township Clerk to execute the written extension and directs a certified copy and two signed copies to Charles Applebaum, Esq., 280 Raritan Center Parkway, Edison. It states that the license terminates March 31, 2026 unless the parties extend it in writing, and it states no fee.

Resolution 2026-096 was adopted on March 12, 2026. It extended the license again. This extension was for April 1 through June 30, 2026, under the same terms. It was conditional on a written agreement. It references Resolution 2025-292. Its agenda text states no rent or other payment term.

The March 12 minutes record that Committeemen McCarey and Blick “addressed the resolution approving the lease agreement for the Park and Ride and discussed continued efforts to expand the program.” The resolution is titled a Parking License Agreement Extension. The discussion calls it a lease. The documents use both words.

Each extension covers three months. Neither resolution describes a longer commitment, an option to renew, or a purchase or condemnation step. The records reviewed contain no appraisal and no alternate site.

Status After June 2026

The second extension ran through June 30, 2026. The Committee minutes for July 16 and Aug. 20, 2026, and the agendas for Sept. 24, Oct. 8 and Oct. 22, 2026, reviewed for this page, contain no further extension, renewal or replacement agreement for the Park and Ride. LocalWhy has not reviewed the Sept. 24 or Oct. 22 minutes and has not reviewed any later license; these records do not establish whether the program continued after June 30.

Earlier signals of intent: on January 6, 2026, Deputy Mayor Kian listed “improvements to the park-and-ride program” among her priorities for the year. On April 16, 2026, Committeeman Blick’s liaison report included “Continue to assist residents with Park & Ride.” In November 2025, Administrator Krane said the Township was looking at other options. No follow-up appears in the records reviewed.

Unanswered in the record: whether 2026 pass holders kept parking after June 30. Also unanswered: what the Township pays Warren CC Acquisitions, and whether a new site was pursued. Committee agendas are posted in the AgendaCenter before meetings.
