The Mount Bethel Meeting House restoration, explained
The New Jersey Historic Trust grant funded the Mount Bethel Meeting House project, rising from $524,115 to $763,343, alongside a Paragon Restoration contract that reached $580,770. The Oct. 8 agenda listed a completion proclamation; LocalWhy has not reviewed the minutes.
Grant and contract
Resolution 2025-081, adopted Feb. 20, 2025, authorized a grant agreement with the New Jersey Historic Trust for the Mount Bethel Meeting House project in the amount of $524,115. The building, at 235 Mountainview Road, is listed on the New Jersey and National Registers of Historic Places.
On Aug. 21, 2025 Resolution 2025-201 adopted the contractor prequalification regulations the Historic Trust required. Prequalification proposals were advertised Sept. 9 and 11, 2025 in the Courier News and the Echoes Sentinel and received Oct. 2, 2025 from Paragon Restoration Corporation and Spartan Construction, Inc. Project architect Margaret Westfield and the Historic Trust found both qualified, according to Resolution 2026-057.
Bids for Phase 3A interior restoration and site improvements were advertised Nov. 20, 2025 and received at 11:00 a.m. on Dec. 16, 2025: Paragon Restoration Corporation of Kenilworth at $556,250.00 and Spartan Construction, Inc. at $583,750.00.
Resolution 2026-057 was adopted on January 22, 2026, and awarded Paragon a contract “in an amount not to exceed $556,250.00.” The Township Administrator and Historic Sites Committee Chair reviewed the bids. They determined the contract should go to Paragon. The Township Attorney and Project Architect found the bid to be in order. The resolution funds the work from account 6-03-286-56-2401 ($80,840.00) and account x-04-55-952-6001 ($475,410.00). These amounts add up to $556,250.00. The resolution also directs the execution of the contract and purchase orders.
Committeeman Croson’s Jan. 22, 2026 report for the Historic Sites Committee says the committee held Open Houses at the meeting house “with record attendance.” It gives no count.
Change order and appropriation
The grant grew before construction started. Resolution 2026-068, also adopted Jan. 22, 2026, amended the grant agreement: the New Jersey Historic Trust agreed to increase the award by $239,228.00, for a total of $763,343.00.
The Township then increased its own funding appropriation. Ordinance 26-04, introduced on February 19, 2026, amended Ordinance 25-11 to raise the project appropriation. The amount increased from $524,155 to $763,343. The Township Committee adopted the ordinance 4–0 on March 12, 2026, after a public hearing where no comments were made. The members who voted yes were McCarey, Blick, Kian, and Fine. Croson was absent. The minutes from February 19 record the introduction of the ordinance. The minutes from March 12 record its adoption.
The agenda for August 20, 2026, included Resolution 2026-223 for Change Order #1. This change order was for $24,520.00, a 4.4% increase. The increase was for additional costs related to plaster, fire alarms, and lights. The revised total amount was listed as $580,770.00. The resolution identified the original award as Resolution 2026-057. It also authorized the Township Administrator/Qualified Purchasing Agent to execute the change order. The minutes list this item on a consent agenda that was adopted unanimously. McCarey, Blick, Croson, Kian, and Fine voted yes.
Two features of these documents: the resolutions state no local match share for the state grant, and the title of Ordinance 26-04 gives an existing appropriation of $524,155 while the ordinance text and the two resolutions give $524,115. The $40 difference is in the records as written, and no correction appears in them.
Completion and site event
The Oct. 8, 2026 agenda lists a special meeting at 235 Mountainview Road at 6:30 p.m. It lists a proclamation “Celebrating the Completion of the Restoration and Site Improvements at the Mount Bethel Meeting House” and the presentation of a “March to Victory Town Marker” by Brad Fay of the National Washington–Rochambeau Revolutionary Route Association, Inc. It lists no resolutions and no public hearings.
Earlier, Committeeman Croson’s Jan. 22, 2026 report for the Historic Sites Committee had listed “completing restoration work at the Mount Bethel Meeting House” among the committee’s goals. It gave no date for that work.
The October 22, 2026, Committee highlights page records a “March to Victory” presentation. It states that Warren “is proud to be recognized as a ‘Victory Town’ along the Washington–Rochambeau Revolutionary Route.” The page does not confirm the completion of the restoration. The October 8 agenda does not list the site improvements named in the proclamation.
The address is listed as it appears on the agenda. Other references to the meeting house in the reviewed Township records do not provide an address.
LocalWhy has not reviewed minutes of the Oct. 8 special meeting as of Nov. 2, 2026; the Oct. 22 agenda lists them for approval. What was said at the meeting, who attended, whether the proclamation was read as written, and whether the work was complete are therefore not established here.
Costs and future use
The reviewed records show a state grant of $763,343.00. They also show a construction contract that would total $580,770.00 if the listed change order was approved. The records do not show the total project cost. Costs for architecture, construction management, exhibits, landscaping outside the site-improvement contract, and Township staff time are not itemized. The grant’s matching requirement is not stated. The resolutions mention the award and the appropriation without a matching share. LocalWhy has not reviewed the grant agreements themselves.
The records do not state what the building will be used for, or its schedule. They describe restoration and site improvements. An agenda listed a completion proclamation. No hours, rental policy, tenant, or programming agreement appears.
The record also includes what work remains at the Mount Bethel Cemetery. The January 22, 2026 Historic Sites Committee report lists this as a goal, but without a date or budget. It also notes a separate “$200,000 NJ Historic Trust Phase III Grant” that the same report states the committee completed. The report does not clearly label that grant. The meeting house grant in the resolutions is $524,115, which later became $763,343.
The Historic Sites Committee meets on its own schedule. It posts agendas in the Township AgendaCenter.
