What happened
Minutes not yet posted
The Township had not posted minutes for this meeting as of October 29, 2026. This page is built from the agenda and the agenda packet. It describes what was scheduled, not what happened: no votes, roll calls or speakers are recorded here. Granicus publishes no captions for Franklin meetings, so the video’s Public Discussion (from 0:17:45) is not summarized. This page will be updated from the minutes once they are posted.
On the agenda
-
Ord. 4522-26, first reading. It would approve the PILOT application of Somerset Street Urban Renewal Associates, L.P. and authorize a financial agreement for property in the Churchill-Millstone Redevelopment Area, along Route 27 between Churchill Avenue and Millstone Road. The ordinance’s own summary in the packet says:
- the agreement covers the final two phases of the Churchill Millstone development, the 37-unit Franklin Townhouses and the 87-unit Franklin Forklift market-rate residential projects;
- the first four phases, which include 443 affordable housing units and more than 30,000 square feet of commercial space, were built without any tax abatement;
- the term is 30 years, with an annual service charge equal to 10% of the project’s annual gross revenue;
- the vacant sites now generate about $280,000 a year in property taxes, and the Township estimates more than $16.4 million in total annual service charges over the term.
The PILOT agreement form attached in the same packet sets the rate at 10% of annual gross revenue in years 1–10, 11% in years 11–20 and 12% in years 21–30, with minimum charges and staged adjustments.
