Public comment: 619 Foothill Road
- Lori and Anthony Lipari, 196 Orchard Street, raised concerns about how development of a parcel being marketed at the end of their cul-de-sac (identified as 619 Foothill Road; Block 536, Lot 12; the minutes refer to “the 5 acres”) might affect their neighborhood, including cut-through traffic from Foothill Road, safety, drainage and flooding, and property values. Mrs. Lipari said they had attended the June 9 Zoning Board meeting and been referred to the Planning Board, and asked whether any application had been filed to develop the property or extend the road.
- The Board Administrator said no application had been filed with either board and explained the process; Attorney Peck said the Board cannot engage in prior restraint and, with no application, had no matter before it. Members explained notice requirements and pointed the residents to the zoning ordinance for what the R-40 zone allows.
- Frank Rochelle, 134 Warren Ave., asked who decides on extending a road; Mr. Peck said accepting a road into the municipal network would need Council approval.
- AJ Lipari, 117 Hillside Ave., asked about the timeline from application to hearing; Mr. Pappas said it could be six months or more, and Mr. Peck described personal notice 10 days before a hearing.
- Mr. Pappas and Ms. Probst invited residents to sign up to receive agendas by email.
