What happened
The Township Committee’s minutes of this regular meeting, approved at its January 12, 2026 meeting, are on the Township’s Documents-On-Demand portal, linked from its Agendas/Minutes page, in the Township Committee and Board of Health minutes folder. Mayor Thomas Young called the meeting to order at 8:00 p.m. All five members were present: Mayor Young, Mr. Brendon Beatrice, Mr. James Schworn, Mrs. Anna Columbus and Mr. David Owens. Also present were Township Administrator Gregory Bonin, Township Clerk Maggie Schmitt and Township Attorney William Willard. The minutes record that no members of the public were present.
Municipal Building improvements
The Committee held the second reading and public hearing of Ordinance No. 2025-1505, “Capital Ordinance to authorize facility improvements at the Municipal Building … and the expenditure of $600,000.00 from the Capital Improvement Fund for the financing thereof.” As read into the minutes, it authorizes improvements at the Municipal Building and other Township facilities, “including, but not limited to, replacement flooring, interior workspace walls, bathroom upgrades, and security and structural issues,” appropriates $600,000 from the Capital Improvement Fund, and states a period of usefulness of at least five years, with no part of the cost assessed against specially benefited property.
Mayor Young said the ordinance will fund maintenance and improvements to the municipal facilities. No one spoke at the public hearing. The ordinance was adopted on motion of Mr. Schworn, seconded by Mrs. Columbus. Recorded vote: 5–0 (Aye: Schworn, Columbus, Owens, Beatrice, Young).
Year-end resolutions
Resolutions No. 2025-219 through 2025-226 passed on motion of Mr. Schworn, seconded by Mr. Owens. Recorded vote: 5–0 (Aye: Schworn, Columbus, Owens, Beatrice, Young). They authorize the purchase of air packs for the NVFC from Witmer Public Safety, Inc. (2025-219); an appropriations transfer (2025-220); cancellation of grant receivables and appropriated grant reserves (2025-221), of unspent debt service (2025-222) and of unexpended sewer capital balances (2025-223); personnel actions for a Building/Code Enforcement technical assistant, Holt (2025-224), and a police grade elevation listed as “Gadaleta, Lester” (2025-225); and recreation refunds (2025-226). The claims for payment also passed 5–0, and the minutes of December 8 were approved.
Administrator’s report
Mr. Bonin said:
- The Committee had approved an ordinance at a prior meeting to fund radios for the fire and rescue companies, and the Administration will coordinate and facilitate the purchases.
- The tennis/pickleball court project at White Oak Park is moving forward. The Township met with the state contract vendor and shared its concerns about the project, and hopes to resolve the issues and start the work in the spring.
- “The Holland Brook Road and Route 202 U-turn intersection was recently closed by the NJDOT to prepare for future work.” The Township will send messages to residents when the intersection is fully closed.
Mr. Owens raised odors in the vicinity of Readington Road the previous weekend. Mr. Bonin said residents must call Somerset County 911 to complain about odors, and noted that the odors must be adversely affecting the resident’s quality of life.
Other business
In liaison reports, Mr. Schworn thanked the Mayor for his service during the year, and Mr. Beatrice said the senior Christmas luncheon was well attended and the seniors “seem to be out growing the Whiton Community Room.” Mayor Young said this was the Committee’s last meeting of the year and that in the new year the public portion of its meetings would move to 7:00 p.m., with an executive session to follow if needed. The meeting adjourned at 8:10 p.m.
