Ordinance referral: #2593
Ordinance #2593 adds Section 21-87 to the Land Development chapter, incorporating N.J.A.C. 5:99-1.1 to 9.4 and N.J.A.C. 5:80-26.1 to 26.23. Citing her memo of Feb. 19, 2026, Fahey said its five subsections bring the township’s rules into line with the amended Fair Housing Act and the Uniform Housing Affordability Controls adopted by the State on December 15, 2025, for the Fourth Round, and that it is not inconsistent with the 2023 Master Plan. On motion Mastrangelo, second Bannan, the Board so found, 9-0 (ayes Agarwal, Bannan, Crane, Manduke, Mastrangelo, Schaefer, Smith, Subervi, Tompkins). See Fourth Round housing.
Applications
- PB26-001, Ridge Oak Management, Inc., Block 1611 Lot 40 and Block 1609 Lot 22.01, 95 and 150 Manchester Drive, preliminary and final site plan: completeness hearing (Crane recused). Attorney Luke Pontier (Day Pitney) sought five submission waivers, citing Schley’s memo of Feb. 27, 2026. Matt Draheim, L.L.A. (Gladstone Design) sought waivers of sewer and water will-serve letters; Drill questioned that request. Bonnie Kelly, Ridge Oak’s Director of Housing Development, said she held will-serve letters from January 2023, and the applicant withdrew those two waiver requests and agreed to obtain updated letters. On motion Tompkins, second Smith, the Board granted the remaining waivers and deemed the application incomplete until updated letters are filed, while allowing the public hearing to begin April 7, 8-0 (ayes Agarwal, Bannan, Manduke, Mastrangelo, Schaefer, Smith, Subervi, Tompkins). The minutes print the application number as “ZB26-001”; the agenda and later records give it as PB26-001. See Fourth Round housing.
