What happens next

A redevelopment plan must be drafted, reviewed by the Planning Board and adopted by ordinance with a public hearing. No author, draft or date has been announced.

23 Orchard Road (Block 28001, Lot 5.02) is a roughly 44-acre site with a long-vacant office building. The Committee referred it for a non-condemnation redevelopment study on October 16, 2025 and designated it on April 16, 2026, six months later.

On April 27, 2026 township staff described turning the building into an innovation center “supported financially by the construction of luxury rental apartments.” The Board postponed hiring Clarke Caton Hintz to write the plan, and on September 28 hired eConsult Solutions as an economic adviser, at up to $65,500 from the owner’s escrow.

A May 18, 2026 letter from the state Department of Community Affairs, posted by the township in October, says the designation “took effect after transmission” to the state. It also asks that the plan give “proper consideration to the wetlands located on the southern side of the property.”

It is the closest precedent for the Kenvue study.

  1. Resolved The Committee sends 23 Orchard Road for a non-condemnation redevelopment studyEleven months before it did the same thing at the Kenvue site, the Township Committee directed the Planning Board to investigate whether 23 Orchard Road meets the statutory criteria for designation as a non-condemnation redevelopment area. It was designated six months later, on April 16, 2026.
  2. Resolved 23 Orchard Road is designated a non-condemnation redevelopment area, 5-0Six months after ordering the study, the Township Committee adopted Resolution #26-4-138, 5-0, designating 23 Orchard Road (Block 28001, Lot 5.02) a non-condemnation area in need of redevelopment and directing the Planning Board to prepare a redevelopment plan. It is the closest Montgomery precedent for the study now under way at the Kenvue site.
  3. Pending 23 Orchard Road: an innovation center paid for by luxury apartments, and the planner vote postponedEleven days after designation, the Planning Board held its first public discussion of a redevelopment plan for 23 Orchard Road. Staff described turning the vacant office building into an innovation center "supported financially by the construction of luxury rental apartments." Residents asked for the building's upgrade costs and more than a 20 percent affordable set-aside. The Board postponed hiring Clarke Caton Hintz to write the plan, and no planner has been named since.
  4. Resolved State confirms the 23 Orchard Road designation is in effect and flags the site's wetlandsThe Commissioner of Community Affairs wrote to Mayor Singh that the 23 Orchard Road designation "took effect after transmission" to the state, because the site lies in a PA-3 Fringe Planning Area with sewer service. The letter asks that any redevelopment plan give "proper consideration to the wetlands located on the southern side of the property." The township posted it in October 2026.

Explainers

  • 23 Orchard Road: The Redevelopment Designation and the Plan Still to Come

In April 2026 the Township Committee designated 23 Orchard Road, a roughly 44-acre office property at Route 206 and Orchard Road, a non-condemnation area in need of redevelopment. The owner has proposed luxury apartments to pay for turning the mostly empty building into an innovation center. The Planning Board has hired an economic adviser, but no redevelopment plan has been drafted. How it got here, what the designation does and does not allow, where a PILOT fits, what is not known, and what it suggests for 199 Grandview Road.

  • PILOTs in Montgomery, Explained

A PILOT (payment in lieu of taxes) replaces ordinary property taxes with an agreed yearly charge. Montgomery has four on record; a fifth, for Thrive at Montgomery, has been announced but not introduced. Under state law most of the money goes to the township and none to the schools unless the town contracts with the school board. The law, each PILOT, and what is not known.

  • What an 'Area in Need of Redevelopment' Study Actually Means

On September 17, 2026 the Township Committee sent the main Kenvue parcel — Lot 2 in Block 14001, not the whole campus — to the Planning Board for a non-condemnation redevelopment investigation, 4-0 with one member absent. What New Jersey's redevelopment law requires, what the designation would and would not allow, and the arguments on both sides.

Meetings

  • Planning Board — September 28, 2026

The Planning Board's first look at the Committee's referral of the Kenvue site. The Board's attorney laid out the steps: a study report, made public, then a noticed hearing, then a recommendation. No planner was named and no dates were set. Three residents spoke. The consultant hired that night, eConsult Solutions, was for 23 Orchard Road's redevelopment plan, not Grandview.

  • Township Committee — October 16, 2025

Mayor Singh read a statement announcing an agreement with the owner of Pike Run to extend affordability controls, and said that as a result the Kenvue site would no longer be needed in the township's housing plan. Later the same night, without discussion, the Committee voted 5-0 to direct the Planning Board to study 23 Orchard Road as a non-condemnation redevelopment area.
