Attendance
Present: Agarwal, Bannan, Crane, Manduke, Mastrangelo and Schaefer. Absent: Eorio, Seville, Smith, Subervi and Tompkins (excused). Also present: Board Attorney Jonathan E. Drill, Esq., Board Planner Allison Fahey, Board Engineer Aaron Schrager, Township Planner David Schley and Board Secretary Joanne Slaman.
Applications
- PB22-001C, Sha Tao, Block 11401 Lot 11.02, 7 Mountain Road: a six-month extension of time to obtain construction permits. Tao said new drawings had just arrived but permits were not yet filed; her spouse, Wenbo Zhu, said finalizing the drawings had taken longer than expected. Schley noted that her DEP permit expires October 6, 2026. On motion Mastrangelo, second Agarwal, the Board directed a resolution amending Condition #20 to a December 7, 2026 permit deadline, with the certificate of occupancy deadline staying at 18 months from the permit, 6-0 (ayes Agarwal, Bannan, Crane, Manduke, Mastrangelo, Schaefer).
- PB26-002, Amzak Basking Ridge, LLC, Block 11301 Lots 1.01 and 1.02, 180-181 Mountain View Boulevard, amended
preliminary and final site plan, first hearing (Crane recused).
- Attorney Thomas J. Malman (Day Pitney) said substantial site work is done for the apartments but not the townhomes, and that the applicant seeks changes to the apartment buildings’ configuration while the number of units, the townhomes and the overall site layout stay the same. Exhibits A-1 to A-9 were entered.
- Engineer Robert C. Moschello (Gladstone Design) described what is built (apartment foundations, stair towers and elevator shafts, two stormwater basins, grading and sanitary piping) and what is proposed (parking, balconies, lighting, fences), with tree replacement as previously approved. New conservation easements will be recorded because an ordinance change affected stream buffers; the traffic study findings are unchanged.
- Architect Michael R. Lawson (Minno Wasko) described the floor plans and elevations, the number of two-bedroom units, balconies, units with dens and the affordable units, with rooftop condensers and a generator for emergency lights and elevators.
- The applicant asked for three years to obtain permits and three years for certificates of occupancy. The Board raised the safety of balconies less than 10 feet from parking spaces and suggested an emergency generator to heat the clubhouse. Manduke said she had just found a conflict and would recuse from the application.
- Carried to September 8 with no further notice.
The application form describes the approved project as 60 townhouses and 220 apartments, 62 of them affordable, in three four-story buildings approved in 2020, and the amendment as reconfiguring the apartment buildings with the affordable count unchanged. See land use applications.
