ZB26-011 Millington Baptist Church: completeness
The application, for 498 and 520 King George Road (Block 8402 Lots 4.01 and 7), seeks preliminary and final site plan approval, bulk variances and a “d” variance for a conditional use. Attorney Carly M. Clinton and engineer Azeem Youssef appeared. The Board granted waivers or partial waivers (among them a wetlands absence letter in place of an LOI, the lighting plan, sight triangles subject to County review, an environmental impact assessment and a fire service plan) and deemed the application incomplete, 7-0 (Aye Baumann, Herrera, Kraus, Lindeman, Pochtar, Silver, Trapp; D’Andrea ineligible). The application forms propose consolidating the lots and adding 38 parking spaces, from 150 to 188, where 386 are required. See land use applications.

See 131 Morristown Road townhomes.
- Engineer Joshua W. Wirry (Exhibit A-3) described revisions: 50 more trees and 49 more shrubs, revised light-pole spacing, a relocated pickleball court, updated accessible and EV make-ready parking, grading revised to eliminate retaining walls, decks instead of patios for units along I-287, a lower monument sign and a second water-main connection. A Phase I Environmental Site Assessment (May 8, 2026) found no environmental concerns; the existing basins are to be repaired or restored under NJDEP rules; a hydrant flow test found sufficient capacity; a sidewalk/bicycle path along Route 202 would be considered.
- Architect Bryan Keelan (Exhibits A-4 to A-10) said the units would be built in phases, all for sale, with 20% set aside for affordable housing, and described the clubhouse amenities.
- Applicant Sonny Adoni (Adoni Property Group) said the clubhouse would be built first and have a generator, the homes would not, about 15% of garages would be EV-ready, and the layout would be updated for the affordable units.
- Outcome: no vote. Carried to July 16, 2026 with no further notice; time to act extended to August 15, 2026.
